Notification of Irregularities or Misuse in PHENIX 2021-2027

Information on the operation of a mechanism to signal potential irregularities or abuse

The Managing Authority of the Program European Funds for Infrastructure, Climate, Environment 2021-2027 (FEnIKS), attaches particular importance to ensuring the implementation of projects in a manner: ethical, open, transparent. To meet this goal, it has provided a simple tool for reporting any irregularities regarding projects in the FEnIKS program.

Reported irregularity signals will allow the introduction of appropriate remedial measures and contribute to ensuring the highest standards of project implementation.

Information on the possibility of reporting to the MA or Intermediate Body on suspected non-compliance of the Project or the Beneficiary's activities with the CRPD or the CSP

Signals, notifications and or complaints regarding the occurrence of non-compliance of the Project with the provisions of the NPP or the CRPD may be communicated by individuals (project participants or their proxies and representatives), institutions participating in the implementation of European Union funds, the public party (associations, foundations), by means of (a notification in any of the following forms has the same effects as if it was communicated in writing):
1) traditional mail - in the form of a letter post to the address of the Ministry: Ministry of Funds and Regional Policy, 2/4 Wspólna St., 00-926 Warsaw, or the Center for EU Transport Projects, 2 Europe Square, 00-844 Warsaw,
2) ePUAP outbox of the Ministry of Funds and Regional Policy or the Center for EU Transport Projects, or using the public service of registered electronic delivery or the public hybrid service referred to in the Act of November 18, 2020. on electronic delivery (Journal of Laws of 2024, item 1045, as amended),
3) e-Disorder web form, available at www.feniks.gov.pl,
4) whistleblower mechanism understood as a dedicated email address: rownosc.feniks@mfipr.gov.pl or naduzycia.feniks@mfipr.gov.pl,
5) personal delivery to the office of the Ministry of Funds and Regional Policy, 2/4 Wspólna St., 00-926 Warsaw, or the office of the Center for EU Transport Projects, 2 Europe Square, 00-844 Warsaw.
